Al- though its primary focus is on ethical matters, DKPP possesses strong jurid- ical authority through its power to impose sanctions, including permanent dismissal of election officials. This paper aims to analyze the position of DKPP within Indonesia’s legal system, highlight the characteristics of ethics that carry legal weight, and examine the legal implications of its decisions. This study aims to analyze the limits of the DKPP’s authority</p> <p><br>in enforcing election ethics and examine the expansion of ethical sanc- tions that have been decided by the DKPP. This study uses a normative juridical method using primary, secondary, and tertiary legal materials and analyzed qualitatively. The results of this study conclude that the DKPP’s role is not only focused on the rule of law, but also on the rule of eth- ics. This study aims to discuss the factors causing conflicts of interest and political corruption in elections and to describe the prevention and accountability of conflicts of interest and political corruption in elections. The results of the study show that: first, the factors causing conflicts of interest and political corruption in the 2024 elections include inadequate law enforcement and weak public ethics among state officials, which do not reflect the public interest. Second, con- flicts of interest and political corruption can be prevented by improving the electoral legal framework and the code of ethics for state officials in gen- eral. This paper examines how election regulations work using a normative juridical technique and a so- cio-legal perspective, local political culture, and patronage dynamics influ- ence the integrity of electoral democracy. The results show that dynastic politics thrive due to weak regulations and oversight, and are reinforced by the pragmatic attitudes of political parties that prioritize electability over cadre development. Meanwhile, the community’s personal loyalty to leadership figures, rooted in a paternalistic culture and patron-client net- works, creates serious distortions of the principle of freedom of choice. This condition reduces transparency, accountability, and fairness in elec- tions, while simultaneously narrowing the space for citizen political partici- pation. Post-reform 1998, direct elections (pemilu) became a crucial milestone in the circulation of power. However, democracy often becomes trapped in procedural dimensions, neglecting its moral substance. The phenomena of money politics, identity polariza- tion, and the flow of disinformation in the digital space demonstrate the fragility of democratic foundations when political ethics are ignored. In this context, political ethics and electoral integrity are key prerequisites for building a dignified democratic civilization. Elections with integrity not only guarantee the legitimacy of government through honesty, transparen- cy, and accountability but also strengthen public trust. Meanwhile, political ethics serve as a moral guideline that prevents democracy from becoming trapped in transactional and manipulative practices. The synergy between ethics and electoral integrity can give birth to a substantive democracy that is civilized, just, and sustainable. The research problems are: first, what are the characteristics of legal and ethical reasoning in DKPP decisions? Second, what are the implications of DKPP decisions related to immoral conduct? This research is normative research using statutory, con- ceptual, and case approaches. The results of this research are: first, DKPP decisions have different characteristics and reasoning models in each deci- sion. DKPP Decision Number: 327-PKE-DKPP/XII/2019 employs Le- gal Positivism and Ethical Positivism reasoning models; DKPP Decision Number: 42-PKE-DKPP/IV/2020 uses Legal Realism and Ethical Real- ism reasoning models; DKPP Decision Number 16-PKE-DKPP/I/2021 utilizes Historical School reasoning model and also applies analogical rea- soning method; and DKPP Decision Number 145-PKE-DKPP/VII/2024 employs Legal and Ethical Utilitarianism reasoning model. Using a qualitative, descriptive–explanatory approach, it synthesizes OPA– NPM–PVM and proposes three integrated pillars—cognitive, affective, psychomotor—as a unified capacity to think, value, and act. PG aligns with the Digitalization–Integration–Simplification (DIS) agenda so that reform does not end at tech/structure but reaches the human factor and work cul- ture. A practice illustration from Bawaslu Palembang, in preparation for the 2024 elections, demonstrates the orchestration of knowledge, service ethos, and field execution via random spot-checks and a volunteer school program. This study analyzes the reflections and challenges that arise in elections in Indonesia through three main dimensions: money politics and campaign finance transparency, digital disinformation and political polar- ization, and the institutional capacity of election organizers and law en- forcement agencies. This study uses qualitative methods with document analysis, using monitoring agency reports, online news, and academic lit- erature as units of analysis through thematic content analysis. The results of this study show that money politics is still common, campaign finance reporting is not yet transparent, and digital disinformation reinforces polit- ical polarization. In addition, the capacity of electoral management bodies and law enforcement agencies is limited due to resources, complex reg- ulations, and political intervention.
