Abstrak

Fiat justitia ruat caelum Keadilan Harus Ditegakkan meski langit runtuh (Lucius Calpurnius Piso Caesoninus: 43 SM). Sekurangnya 2 (dua) peristiwa penting menjadi tantangan baru Dewan Kehormatan Penyelenggara Pemilu (DKPP) di Era Kenormalan Baru (New Normal) Tahun 2020.Pertama,mengawali Tahun Anggaran Januari 2020, DKPP baru saja ditinggalkan Ketua Dr. Harjono, S.H., M.Cl., yang sejak 21 Desember 2019 resmi dilantik Presiden RI Joko Widodo sebagai satu Anggota Dewan Pengawas Komisi Pemberantasan Korupsi (Dewas KPK), dan sekira 3 bulan kemudian,Presiden baru menunjuk Didik Supriyanto, S.Ip., M.Ip., dalam Pergantian Antar Waktu (PAW). Lebih kurang 4 (empat) bulan, DKPP di bawah Plt. Ketua Prof. Muhammad M.Si., sebelum akhirnya pada 15 April 2020, resmi dipilih seluruh anggota DKPP dalam Rapat Pleno sebagai Ketua DKPP definitif sisa masa jabatan 2017-2022. Tentu peristiwa ini berpengaruh dalam beberapa hal kebijakan DKPP.

Kedua, pada 11 Maret 2020 World Health Organization (WHO),menetapkan corona virus disease 2019 (Covid-19) menjadi pandemi global, dan pada 13 April 2020, melalui Keputusan Presiden Nomor 12 Tahun 2020, Covid 19 ditetapkan sebagai bencana nasional, setelah sebelumnya Pemerintah DKI Jakarta menetapkan Pembatasan Sosial Berskala Besar (PSBB) sejak 7 April 2020. Covid 19 adalah tragedi dunia yang mutlak membatasi gerak aktivitas manusia, dunia kerja, tak terkecuali kinerja DKPP. Covid19 nyata berdampak pada merosotnya ekonomi, social kemasyarakatan, tradisi/budaya, ritual keagamaan, pendidikan, termasuk ditundanya jadual Pilkada Gelombang Keempat Tahun2020 (semula 23 September 2020 menjadi 9 Desember 2020).
