Abstrak

Tulisan ini untuk menggambarkan penurunan partisipasi pemilih pada pelaksaan Pemungutan Suara Ulang di kota Makassar pada pemilihan Presiden dan Wakil Presiden Tahun 2019, termasuk upaya yang dilakukan oleh Komisi Pemilihan Umum Makassar dalam meningkatkan tingkat partisipasi pada pelakasanaan Pemungutan Suara Ulang. Metode yang digunakan adalah deskriptif kualitatif, memahami fenomena yang dialami subyek penelitian, seperti persepsi, perasaan dan tindakannya, pengumpulan datanya dilakukan secara triangulasi (gabungan), analisis data bersifat induktif /kualitatif, dan hasil penelitian kualitatif lebih menekankan makna dari pada generalisasi. Hasil penelitian menunjukkan adanya penurunan jumlah partisipasi pemilih pada Pemilihan Suara Ulang karena pemilih menganggap bahwa hasilnya juga tidak akan mengubah perolehan suara, walaupun Komisi
Pemilihan Umum telah berupaya untuk meningkatkan partisipasi pemilih, namun tidak memberikan dampak pada kesadaran pemilih untuk ikut dalam pemilihan suara ulang.
