Praktek Disrupsi Kampanye Pilkada 2020 dan Potensi Pelanggaran Kode Etik
Abstrak
Disrupsi yang dimaknai sebagai perubahan ke arah digitalisasi, dengan meninggalkan cara dan pola lama kini telah terjadi dalam Pemilu. Tahapan kampanye Pilkada 2020 yang digelar pada masa pandemic lebih memfokuskan penggunaan media sosial. Potensi terjadinya sengketa Pemilu sangat tinggi, mengingat daya jangkau media sosial yang sangat luas, potensi munculnya black campaign, isu SARA. Penyelenggara Pemilu juga rentan menghadapi pelanggaran kode etik terutama dalam melakukan sosialisasi, dugaan tidak netral, perlakuan tidak adil dan pelanggaran kode etik lainnya. Akhirnya berujung pada pelaporan ke DKPP. Berbagai perubahan dengan mengoptimalkan penggunaan teknologi informasi dalam melaksanakan tugas dan fungsinya telah dilakukan. Seperti menggelar sidang dengan teleconference, menerima pelaporan secara online, dan memperkuat basis data. Hal tersebut merupakan praktek dari Teori Good Governance, dicirikan dengan pelibatan masyarakat sipil dan sektor swasta dalam optimalisasi tupoksi DKPP. Paradigma New Public Service dan New Public Management juga telah terwujud pada upaya penegakan kode etik yang dilakukan oleh DKPP
