PSYCHOMOTOR GOVERNANCE: SOLUSI TRANSFORMATIF ATAS INSTITUTIONAL PARALYSIS DAN PROSPEK PEMERINTAHAN EFEKTIF MASA DEPAN
Abstrak
Artikel ini mengajukan Psychomotor Governance (PG) sebagai kerangka transformatif untuk mengatasi kebuntuan tersebut. Menggunakan pendeka- tan kualitatif deskriptif–eksplanatoris, tulisan ini mensintesis evolusi para- digma OPA–NPM–PVM dan menawarkan tiga pilar terintegrasi – kognitif, afektif, psikomotorik – sebagai kapasitas utuh untuk berpikir, merasa, dan bertindak. PG sejalan dengan agenda Digitalisasi–Integrasi–Simplifikasi (DIS) sehingga reformasi tidak berhenti pada aspek teknis/struktur, tetapi menjangkau faktor manusia dan budaya kerja. Ilustrasi praktik dari Bawaslu Palembang dalam persiapan Pemilu 2024 menunjukkan orkestrasi pengeta- huan, etos pelayanan, dan eksekusi lapangan melalui program uji petik penga- wasan dan sekolah relawan pengawas. Kontribusi utama: (1) mengintegrasikan nilai publik dengan kapasitas implementasi; (2) merumuskan pengemban- gan SDM berbasis whole-competency; dan (3) menawarkan jalur kolabora- tif antarpemangku kepentingan untuk pengawasan dan layanan yang lebih adaptif, inklusif, dan tepercaya. Kerangka PG ini diharapkan menjadi jalan realistis menuju pemerintahan efektif yang siap menghadapi masa depan.
