Abstrak

Pemilihan umum diharapkan dapat diselenggarakan berdasarkan standar ketentuan peraturan perundang-undangan kode etik penyelenggara karena ekspektasi masyarakat terhadap proses dan hasil yang berintegritas cukup kuat. Pemilu dimaksudkan tidak sekedar dilaksanakan sebagai pemenuhan hak politik warganegara di dalam memilih pemimpin tetapi dicita-citakan menjadi konsep ideal untuk menghasilkan pemimpin bangsa yang memiliki komitmen moral dan etika bernegara yang tinggi. Maka pemilu beretika atau dalam terminologi berintegritas hendaklah dapat diwujudkan secara nyata dalam praktik. Karena itu, integritas pemilu menghendaki pentingnya kesadaran penyelenggara dan peserta untuk tunduk dan patuh terhadap prinsip hukum dan etika (rule of law dan rule of ethics) secara bersamaan. DKPP sebagai peradilan kode etik penyelenggara pemilu dikonstruksi oleh undang-undang pemilu untuk mengawal dan memastikan pengelolaan tahapan dapat berjalan berdasarkan asas luber-jurdil dan prinsip-prinsip penyelenggaraan pemilu itu sendiri.
