DKPP’S POSITION AS A LEGALLY CONTAINED ETHICS ENFORCER
Abstract
The Honorary Council of Election Organizers (DKPP) plays a crucial role in upholding the code of ethics for election administrators in Indonesia. Al- though its primary focus is on ethical matters, DKPP possesses strong jurid- ical authority through its power to impose sanctions, including permanent dismissal of election officials. This paper aims to analyze the position of DKPP within Indonesia’s legal system, highlight the characteristics of ethics that carry legal weight, and examine the legal implications of its decisions. The findings indicate that DKPP operates in the intersection between ethics and law, filling the gap between moral violations and positive legal infractions, while simultaneously safeguarding the legitimacy of electoral administration.
