PSYCHOMOTOR GOVERNANCE: A TRANSFORMATIVE SOLUTION TO INSTITUTIONAL PARALYSIS AND THE PROSPECTS FOR FUTURE EFFECTIVE GOVERNANCE

Abstract

This article advances Psychomotor Governance (PG) as a transformative framework to overcome institutional paralysis in Indonesian bureaucracy. Using a qualitative, descriptive–explanatory approach, it synthesizes OPA– NPM–PVM and proposes three integrated pillars—cognitive, affective, psychomotor—as a unified capacity to think, value, and act. PG aligns with the Digitalization–Integration–Simplification (DIS) agenda so that reform does not end at tech/structure but reaches the human factor and work cul- ture. A practice illustration from Bawaslu Palembang, in preparation for the 2024 elections, demonstrates the orchestration of knowledge, service ethos, and field execution via random spot-checks and a volunteer school program. Key contributions are: (1) integrating public value with imple- mentation capacity; (2) outlining whole-competency human resource de- velopment; and (3) offering collaborative pathways among stakeholders for more adaptive, inclusive, and trusted oversight and services—there- by charting a realistic route toward future-ready effective governance.
