Jurnal Etika dan Pemilu is the official scientific journal of the Dewan Kehormatan Penyelenggara Pemilu (DKPP) of the Republic of Indonesia, established as an academic and intellectual forum for the development of discourse on election ethics, electoral integrity, democratic governance, and the institutionalization of ethical standards in the administration of elections.

The journal was established from the recognition that the quality of democracy cannot be measured solely by the existence of elections, but also by the integrity, independence, professionalism, and ethical conduct of those entrusted with administering them. As an institution mandated to uphold the Code of Ethics for Election Organizers, DKPP has a distinctive position at the intersection of ethics, law, elections, and democratic governance. The establishment of Jurnal Etika & Pemilu was therefore intended to complement DKPP's adjudicative and institutional functions with a platform for knowledge production, scholarly discussion, and dissemination of ideas concerning electoral ethics.

Since its establishment in 2015, Jurnal Etika dan Pemilu has been developed as a dedicated publication for accommodating scholarly works, research findings, conceptual studies, policy analyses, and intellectual reflections concerning election administration and ethical governance. In its early years, the journal was published in a limited printed format by DKPP and by contributors and institutions that shared the institution's vision and mission. Its publication represented an important step in introducing election ethics as an emerging field of academic inquiry in Indonesia.

The emergence of the journal was closely connected with the broader development of election ethics in Indonesia. As the institutionalization of electoral ethics continued to evolve, there was a growing need for a scholarly forum capable of documenting experiences, examining ethical problems, developing theoretical perspectives, and encouraging critical discussion among academics, election practitioners, researchers, civil society organizations, and democracy activists. DKPP consequently positioned the journal not merely as an institutional publication, but as a space in which the relationship between ethics and electoral democracy could be examined through academic and scientific approaches.

From its earliest editions, the journal sought to address a broad range of issues surrounding elections and democratic governance. Its publications have explored subjects including election ethics, the integrity and impartiality of election organizers, electoral disputes, political participation, election law, public administration, the relationship between ethics and law, and various challenges confronting democratic institutions. DKPP's publication archive records a range of thematic editions, including discussions on the ethics of election participants, the codification of election legislation, regional election issues, civil servant neutrality and impartiality, restorative justice in elections, and the concept of an ethics court for state officials.

An important stage in the journal's development took place in 2018, when DKPP conducted a focused discussion for the preparation and development of Jurnal Etika & Pemilu. At the time, DKPP emphasized the importance of creating a scholarly space to accommodate the growth of ethical theory, research, and new findings relevant to electoral governance. The development process also marked the journal's transition toward a more systematic and sustainable scientific publication model. DKPP subsequently expressed its intention to move from the printed journal toward an electronic journal (e-journal), reflecting the changing landscape of academic publishing and the increasing importance of digital access to scholarly knowledge.

The transformation from a limited printed publication into an electronic scientific journal represents more than a change in publishing technology. It reflects the journal's continuing effort to broaden access to knowledge, strengthen scholarly communication, and connect the Indonesian discourse on election ethics with a wider academic and international community. Through digital publication, the journal provides greater opportunities for researchers, academics, election organizers, policymakers, civil society, and democracy practitioners to access and contribute to discussions concerning ethical electoral governance.

Throughout its development, Jurnal Etika dan Pemilu has maintained its fundamental orientation: to disseminate DKPP's policies, programs, ideas, and institutional experiences while simultaneously encouraging independent academic research on election ethics and democratic governance. The journal serves as a meeting point between institutional experience and academic inquiry, allowing practical challenges encountered in the administration of elections to be examined through conceptual, empirical, legal, and ethical perspectives.

The journal's vision is therefore built upon two complementary purposes. First, it seeks to disseminate the policies, programs, ideas, and institutional knowledge of DKPP as an institution responsible for addressing violations of the Code of Ethics for Election Organizers and as an integral component of Indonesia's electoral administration system. Second, it seeks to expose and promote research findings concerning the importance of ethical enforcement for election organizers and public officials, as well as scholarly efforts to strengthen and restructure Indonesia's electoral system toward a modern democratic state.

In pursuing this vision, the journal welcomes scholarly contributions that examine elections not merely as periodic political events, but as an essential institution of democratic governance. Particular attention is given to the relationship between ethics, integrity, law, institutions, and democratic legitimacy. The journal encourages original research articles, case studies, conceptual analyses, and policy-oriented studies that contribute to the understanding of electoral ethics and democratic governance. Manuscripts may be submitted in either Indonesian or English.

Over the years, the intellectual scope of Jurnal Etika dan Pemilu has continued to evolve alongside developments in Indonesian democracy and electoral administration. Recent publications demonstrate an expanding engagement with questions concerning DKPP's constitutional and legal position, the relationship between codes of ethics and election integrity, conflicts of interest and political corruption, ethical and legal reasoning in DKPP decisions, democratic civilization, and the challenges of maintaining integrity within Indonesia's electoral system.

The journey of Jurnal Etika dan Pemilu reflects the development of election ethics itself—from a relatively emerging area of discourse into an increasingly important component of democratic institutional design. Its continued publication is intended not only to preserve and disseminate knowledge, but also to encourage critical thinking, research, and innovation in the pursuit of elections that are conducted with integrity, independence, professionalism, and accountability.

   To promote and disseminate research, scholarly studies, and intellectual discourse concerning the importance of ethical enforcement for election organizers and public officials, as well as efforts to strengthen and restructure Indonesia's electoral system toward a modern democratic state.

Mission

To become a national and international scientific journal on Ethics and Elections, serving as a University of Industry Democracy—a scholarly platform that brings together academic knowledge, institutional experience, empirical research, and practical perspectives to advance the study and practice of ethical and democratic electoral governance.

Through this mission, Jurnal Etika dan Pemilu seeks to contribute to the development of election ethics as a field of knowledge, strengthen the culture of integrity among election stakeholders, and foster meaningful dialogue between academia, election management institutions, policymakers, civil society, and the wider democratic community.

Ultimately, Jurnal Etika dan Pemilu aspires to become more than an institutional journal. It seeks to serve as a living intellectual forum for democracy, where ideas are examined, experiences are documented, ethical challenges are debated, and new approaches to electoral governance are developed. By connecting scholarship with institutional practice, the journal contributes to the continuing effort to build an electoral system in which integrity and ethics are not merely principles, but foundations of democratic legitimacy.
